My opinion 
I have read many Reference books and none of them are as easy to read as this. This book was written for anyone to read.
Helpful but not complete
The book has good information but not everything you want to know about Oracle. I used this to supplement my study while working on OCP certification exams (Oracle 9i database). Frankly, the books helps but it is not complete reference. It would not be a bad idea at all to own a copy of it.
I give 4 stars.
Not very thorough 
An developer/administrator looking for detail on any one topic will not find much use for this book. If you are looking for a brief overview of everything, this book is for you.
